The Uttar Pradesh government on Tuesday approved Rules 2025 for the effective implementation of the Uttar Pradesh Global Capability Centres (GCC) Policy-2024.
With the implementation of these rules, the state is expected to gain new momentum in global investment, high-end services, and large-scale employment generation.

Under this approval, Invest UP has been designated as the nodal agency. Invest UP is the official Investment Promotion and Facilitation Agency (IPFA)  for UP to attract, facilitate, and support both domestic and foreign investments into the state.

Industrial Development Minister Nand Gopal Gupta Nandi, while informing about the cabinet decision, said that the GCC Policy is highly beneficial for the state and that the SOP has now been brought in to ensure its effective implementation. Investment under GCCs in the state is continuously increasing, and in the current financial year, 21 companies have already started investing under this framework, he claimed.

As per the rules, a GCC will be a captive unit established by an Indian or foreign company, which will carry out strategic functions such as Information Technology, Research and Development (R&D), finance, human resources, design, engineering, analytics, and knowledge services. Under the rules, the state is offering financial incentives like front-end land subsidy, exemption or reimbursement of stamp duty, capital subsidy, interest subsidy, operational expenditure (OPEX) subsidy, payroll and recruitment subsidy, EPF reimbursement, talent development and skill incentives, research and innovation incentives, as well as special incentives on a case-to-case basis.
In addition to financial benefits, GCC units will also be provided technical assistance groups, industry linkage support, regulatory facilitation, time-bound disposal of applications, and a streamlined mechanism for approvals and disbursement of incentives. All incentives under this framework will be in addition to the benefits available under any scheme or policy of the Central government.

Notably, last month Odisha government approved the Odisha Global Capabilities Centre (GCC) Policy 2025, proposing to establish at least five state-of-the-art GCC hubs. This policy is expected to facilitate more than ₹1,000 crore investment, establishing at GCC hubs at Bhubaneswar-Cuttack- Puri-Paradip and Bargarh-Jharsuguda-Sambalpur regions. It will also generate over 50,000 direct and indirect employment opportunities across the State.
