HCLTech, Carahsoft partner to modernise US public sector

India’s third-largest IT services provider, HCL Technologies Ltd., has entered into a strategic partnership with U.S.-based Carahsoft Technology Corp. to accelerate digital transformation initiatives across the U.S. public sector. The collaboration aims to expand access to HCLTech’s technology solutions for Federal, State, Local, and Education (FSLE) agencies, at a time when government organisations are increasing their investments in cloud, cybersecurity, and artificial intelligence-led modernisation.
Under the agreement, Carahsoft will serve as HCLTech’s dedicated Public Sector distributor in the U.S., making the company’s mission-driven technology offerings available through Carahsoft’s extensive reseller partner ecosystem. The partnership will leverage Carahsoft’s established expertise in public sector contracting, sales and marketing, supported by key national procurement vehicles including NASPO ValuePoint, OMNIA Partners, E&I Cooperative Services and The Quilt contracts.
HCLTech said the collaboration will be anchored by its recently established Public Sector Solutions subsidiary, which brings together AI-driven platforms, cloud-native modernisation services, cybersecurity capabilities and constituent-focused digital solutions tailored for government and education agencies.

Through Carahsoft’s distribution reach, these offerings are expected to see broader adoption across public institutions seeking to modernise legacy systems, enhance citizen services and strengthen cyber resilience.

He added that the collaboration is focused on delivering measurable outcomes that support mission success across government organisations.

The partnership comes amid a mixed quarterly performance for HCLTech. In Q3 FY26, the company reported consolidated net profit of ₹4,076 crore, down 11% year-on-year due to one-time costs linked to the implementation of new labour codes. Revenue from operations, however, rose 13.3% year-on-year and 6% sequentially to ₹33,872 crore, taking annualised revenues beyond the $15 billion mark.
Revenue from the U.S. market grew 1.5% year-on-year in constant currency terms, underlining the continued importance of the Americas to HCLTech’s overall business mix.
