Chhattisgarh partners Salesforce to build unified governance platform ‘Digital Dwaar

The Chhattisgarh Infotech Promotion Society (CHiPS), the state’s nodal e-governance agency, has partnered with Salesforce to deploy MuleSoft as the integration backbone for Digital Dwaar, a unified API-based data exchange platform aimed at enabling connected and citizen-centric governance across the state.
Under the collaboration, Digital Dwaar will function as a centralized API exchange layer through which government departments can securely publish and access data services on a single governed platform. The initiative is designed to address longstanding challenges around fragmented systems, siloed databases, and manual inter-departmental coordination that often delayed service delivery and administrative decision-making.
The platform uses an API-led integration architecture powered by MuleSoft to enable real-time data exchange across departments. According to the companies, processes that earlier required days or weeks of coordination can now be completed instantly through standardized APIs and centralized monitoring systems. CHiPS will retain oversight and governance of data flows across departments, while Salesforce consulting partner Watsoo led the implementation.

The rollout comes as Indian state governments increasingly invest in digital public infrastructure and interoperable governance systems aligned with the Centre’s Digital India vision. The focus is shifting from isolated digitization projects toward integrated platforms capable of supporting real-time governance, data-led policy decisions, and AI-enabled public services.
CHiPS said the platform has already reduced manual data exchange processes and accelerated integration timelines across departments. Real-time access to data has also improved service fulfilment and operational decision-making, while centralized visibility has strengthened compliance and security oversight.
Going forward, the state plans to expand API integrations across all departments and key public applications while strengthening governance and security frameworks. CHiPS also expects the platform to support advanced analytics and future AI-driven citizen services as the ecosystem matures.

She added that the partnership with Chhattisgarh reflects the growing importance of interoperable digital infrastructure in enabling population-scale public services.
The collaboration also comes amid Salesforce’s broader push to deepen its India presence across AI, public sector digitisation, and enterprise transformation initiatives. Over the past year, the company has expanded investments in AI-led platforms, partner ecosystems, and digital public infrastructure collaborations while strengthening its focus on government and regulated-sector opportunities. Salesforce has also been positioning MuleSoft and its broader AI cloud portfolio as key enablers for large-scale workflow automation, interoperable data systems, and citizen-centric digital services across India’s rapidly evolving digital governance landscape.
